As it seems, all men will have to fill out a questionnaire regarding their military ability, and then all men will be required to go through a medical examination (starting in 2027). (All men, but not women, despite Germany's basic law supposedly saying otherwise.) So, basically, men who don't comply will get fined, if not worse. No easy "opting out". There is still a stigma associated with speaking about men's issues.
