I'd heard things like this before seeing the movie, and I honestly didn't see it. It was a fantastic movie. I don't think Max seemed any less of a hero than Theron's character. In the UK, 16 is the age of legal consent (true of many US states also), there are laws preventing people in positions of authority from having sex with 16-17 year olds under their care, but I don't see why having sex with 18-19 year olds should be a crime anywhere. It's not quite the same, the use of the word "are" means all in a way that "will" doesn't. Though I see your point, it certainly implies it.
