She never mentioned, nor does anything she said logically suggest that masturbation to pictures is rape. She's saying that taking pictures of a nude person without their consent and spreading it all over the Internet is a major violation of privacy. News articles have a tendency to oversimplify legal issues, misunderstand legal issues, and spin legal issues in a way that is more interesting to the audience.
