Yep. I went through primary and high school here in Australia 15-20 years ago and it was the same then, which shows it's both a cultural thing (allowed to do it because "men are bigger so they can take it") and something ingrained that happens regardless of era, generation etc. If I ever tried to defend myself (it got bad at some points, even so much as having to get hair cut out after one stuck chewed chewing gum in my hair) I got scolded.
