The law, specifically the DA asked the victim of she wanted to file criminal or civil charges and she said civil. It was a promise not to file criminal charges if he admitted to the actions. He(Cosby) paid the victim as she and the DA wanted due to the civil lawsuit. Then they tried to bring up charges again for criminal charges later which was ruled unconstitutional since he admitted to the rape in the civil lawsuit.
