The HB “scale” doesn’t just refer to how beautiful a woman is- it also refers to how highly she’s valued by other people, as well as how highly she values herself. Yeah, I can't see a highschool girl being over 8 unless she is on Disney channel. Sure, they pass laws to protect girls like this, but she has a few years to go before hitting 9 status.

So I just started checking out this subreddit and have to keep the Glossary on my second monitor with all the acronyms used... I think it is highly unlikely this girl is an HB10. An HB10 is generally a model or actress- you may never get an opportunity to interact with an HB10, simply because of how high-valued and off-limits they tend to be HB10s don't go to the parties freshmen are invited to.
