Later in the vid, he mentions an instance where the Department of Justice worked on a case at the same time as the university, because someone had filed both a civil and a criminal complaint. Interestingly, even in the informal process, it reads: "The accused has no right to present evidence, or to be informed of the specifics of the allegation".

I believe the picture shows Yale's policy shortly after the Duke rape hysteria, a modification of the procedures suggested by the Office of Civil Rights. They likely amended it somewhere down the line, but it illustrates the mentality of presumed male guilt on college campuses.
