I would say shoulders can be improved rather than achieved for a lot of guys. The muscles in your shoulders can only get so big and it varies a lot from man to man. If you don't have broad shoulders the you're probably not going to have large muscle insertions either. That may be a preference for a lot of men but the vast majority of them aren't excluding women who don't fit that criteria like the original commenter does.
