I grew up hearing talk of how cabs don't stop for black people. With enough of these broads out there, my nephew might grow up in a world where ubers don't stop for women.
The only entity capable of determining if someone has been a victim of anything is a court of law; the term they probably should be using is 'alleged victim'.
