I've never been a big believer that genetics plays that absolute role. Muscles will grow as long as you train them and feed properly and the neck is no different. People with pencil necks probably just never exercised it enough through sports or training. No well I wasnt really missing much just like a few millimeters at the edge pretty much like anyone in their 20s but it grows back. At first small blonde hair then you keep doing it and they darken up. The rest of the hair darken up aswell and become stronger.
