the age of consent argument is indeed a whole kettle of fish to get into, however the teacher student thing still isnt a police/court matter -- professors have sex with their university students all the time (ages ranging from 17 to 57 for all we know) and when they get caught they have to deal with the school and it's codes of conducts (and likely be fired/blacklisted from teaching), not to answer to the government.
