The only way to know for sure is to investigate all of her income which can only be legally done by the IRS or law enforcement. There absolutely is a reason to report it because the whole point is to report suspected tax fraud so that the IRS can investigate it if they see it necessary.

Obviously the transaction itself is not suspicious nor illegal, where did I say that? The thing is that it's very likely that most of them aren't declaring that income for different reasons, whether it's the fact that the chance of getting caught is almost nonexistent or because of ignorance or simply forgetting to do it.

Well we have a case of someone selling images of themselves privately and discreetly. Declaring income from said images is something that most people wouldn't even think of doing. It's only logical to assume that they aren't declaring income from their private snaps. The chance of getting caught is almost nonexistent and they might not even know that it's illegal. At the end of the day it's only a report for the IRS, and there's a high chance that it won't be investigated.
