Creepiness is the way in which someone conducts themselves, whether that's overtly sexual/predatory behavior and comments or if it's just weird things they do/say. There are plenty of people who are attracted who are also or have acted in a creepy way. Creepy is more about the feeling of discomfort or unease they make someone else feel.
