While I applaud the analogy and advice, your figures are pretty far off. 1/40th of a second is .025 seconds. It's 60 feet from the mound to home plate. That would mean the baseball has to travel 2,400 feet per second or 1,636 miles per hour in order to only have 1/40th of a second to make that decision.
