No there isn't. The CDC recommends mRNA COVID vaccines. The CDC also reaffirmed circumcision as beneficial in 2014. Either you trust the that CDC knows what they are doing, or you don't. Well, your math would reduce the age to 1, well below the age is consent, thus consent would fall upon the legal guardian at that point. Also “unnecessary touching” is a dubious claim and would inherently fail consent. A circumcision, luckily for everyone, is not considered unnecessary touching.

In your opinion, those stats are terrible. However, the World Health Organization, UNAIDS, and the CDC disagree with you. Your medical ethics requirement is moot, as circumcision is at the behest of the parents and requires only the consent of the parents and can be for religious, cultural, or even esthetic preference.

Don't be dramatic. Babies can't give consent, they require parents with good judgement. For example, babies born with a cleft lip might undergo surgery, mitigating a lifetime of undesirable appearances. It's the responsibility of the parents to ensure every advantage for their children. Removing the nasty ass skin sleeve that is prone to yeast infections and bacterial accumulation is an example of minimally invasive good judgement.
