It's not actually meant to be a monetary punishment, it's more of a subtle tacked-on "make sure you never forget what you did" thing. The point is that every year, on the anniversary of the kid's death, she's forced to think about what happened. In other cases it actually seems like it would work fairly well as part of a punishment, especially if it actually were an accident.
