Because I thought the 1 in 4 number was for sexual assault. So if your one study is looking at rape accusations (aka some kind of non-consensual penetration) but the 1 in 4 stat is about any sexual assault (ass grabbing, tit grabbing, etc) that would really explain the discrepancy.
