Wow, very validating that he wants my approval/okay. He's going to do what he wants, but it will be easier for him is he can come back and say, "You were on board." (This is not the first scenario for this.) He's not the type to allow people to have a change of mind.

Trust your gut and trust the way you feel (around the person). That's what you're going to experience each and every day. If you have to wrestle with it, it'll be a long road. Ultimately, it's your choice. I've been in your shoes and found that it's sometimes better to just be an observer and allow the answers to come to you in their own time (instead of making a set-in-stone decision just to be done with it). College has already given you some distance. If you just let it play out, it might be less awkward and you are not directly rejecting her. Guilt = I owe someone something If you've genuinely apologized, then accept that you are forgiven and know that there's not much else to do. I think the mere act of doing those three things will help you do less of it in the future.
