Go with a woman to India and you will understand quickly there is no reason to question indias rape numbers. They are inflated by very bad laws that are one sided against men, but the men there are also brought up with 0 respect for women very often, especially in rural areas or the poor. Even if you discounted all the dumb laws, India would still have an astronomically high rape rate.

Most of the states in the USA have age of consent also at 16.
