You have two choices. 1) Ignore and carry on with your business 2) Next Both are suitable solutions, but 1 is only applicable if you can actually ignore it. You said several times that this annoys you, badly. I take this as a cue that you cannot ignore the behavior. Even if you ignore it, you’ll still be annoyed. Take path 2. Next her and move on to the next plate. She may come around, she may not. Who cares. But right now, I know you’re not going to ignore it without it bothering you.

I may be in the uncommon opinion here. I would start by talking to her and see if she will take the proper steps to get rid of this guy, i.e. Block the number, contact authorities, get proper restraining paperwork filed. If she is willing to do this then it would be a good cue to me that she is willing to fix the problem to her best ability. If she is unwilling to do anything or thinks it's not necessary, then she doesn't want this guy gone for some reason. I would stick around if she put in an …
