Or they simply do not know the rules. They tried to drive over people on the sidewalk and got a complaint on their windshield in form of a sticker, which can be removed with water, a scraper and time. If a group puts a sticker on my car without reason, I would be angry at them, but if they have a reason after warning me several times, I would accept it because it would be my fault. It also prevents them from driving forward, because they only stick it on cars driving on the sidewalk when they don't back up and continue driving forward into people standing on the sidewalk. And before someone comes with "the sticker is also property damage!", if I understand it right, in russia damage is only a non reversible change exceeding 3000 rubels.
