As long as she remains the object of desire, she will never be inclined to chase you. If challenge is not present in a relationship, attraction will never follow. If you overtly tell a girl that you like her, it puts her on a pedestal, which puts her in the dominant posistion. Saying "I like you." first displays beta behavior, which is definately something you do not want to display.
