Your interpreting the second clause as relating to sex events, i.e. every time a woman has heterosexual intercourse, she has a partner. u/Il128 is making two different points. The only logical impossibility, assuming that we are talking about heterosexual relations, is the first statement ("Women have a hell of a lot more sex..."), but the second statement, "Women have a hell of a lot more...sex partners than men do," is not impossible.
