Tbh you don’t even need an endless number of laws. You just need laws that make it illegal to do things that are hard to deny. For example Nazi Germany made it illegal to be gay. Hitler used this law to justify demoting anyone who wasn’t a yes man. If a law is hard to prove true or false, and innocent until proven guilty is gone. It wouldn’t be hard to arrest someone on the guise of they may have done something. And having a law that’s made to be hard to prove.
