Stop focusing on weight. Muscle is denser than fat. You want to cut fat, not weight. The short answer is to count your calories, cut a little bit (a percentage of your TDEE) until you hit the fat % you want, then start clean bulking by progressing your lifts and slowly, gradually increasing your caloric intake at a pace that lets you gain strength without gaining fat (again, this will be a percentage of your TDEE, not some fixed number).
