You are giving them value by smiling and saying Hi! They will feel your positive energy when you do that. You must believe that you don't need their validation on how well you are doing it. And no, I don't think the person who greets everyone cheerfully is a random dude who just say Hi, he is someone who enjoys the presence of people around him and loves interacting.
