You asked for the actual evidence. The 1325 document, which you're quoting and is 404'd on snopes, has none. This one as least has somewhat detail of the methodolgy they use to calculate it (ie: rape statistics), and it references the 3125 in the first paragraph. I'm curious as well. It doesn't seem to have the actual numbers though. There's a lot of articles on 1325, but I can't find much concrete numbers either. And there's a lot of weblinks that aren't really without bias. I didn't bother wit…

Yes, but mid-statement. The use of the word "victim" is specific to the context of domestic violence. You can find the context here: https://www.snopes.com/fact-check/hillary-clinton-victims-of-war/ Her phrasing is pretty bad and somewhat embarrassing, regardless. That's because "victims of war" is a common phrase already. The UN worded it better: Civilians, particularly women and children, account for the vast majority of those adversely affected by armed conflict.
