Never EVER EVER hover, that's one of the creepiest things a guy can do when trying to talk to girls, OP go out, if you see a group of girls, ask them what they're getting into tonight after some small talk, if you feel like they are reciprocating, then ask them if you could join them for the night

That last bit about the partying is terrible advice. Yea dont go to parties, stay insecure and go somewhere else is what that is basically saying. You will miss the shots you don't shoot.
