Your arguement is flawed. Just because one culture is "dominant" doesn't mean it's not cultural appropriation. I'd say it's a critical aspect of the notion. If you're already a part of that culture, because its dominant, then you can't really appropriate anything from it.

Well yes, in the African community. I bet you're one of the people who think it's wrong for white people to have dreads. The "African community" isn't the dominant culture in the West, and doesn't typically set the standards of beauty. And no, I don't care if white people have dreads.
