Because it is only in the USA, and Canada where “liberalism” is associated with left-wing or progressive values. In Europe and many other places, that kind of progressivism and left-wing beliefs is associated social democrats, democrats socialist and names associated with them. Australia for example, their conservatives are the Liberal Party while progressivism are associated more with the Labor Party.
