People think of circumcision as something that mostly happens in Israel and the US. They are wrong. The majority of global circumcisions are performed in developing countries that offer a less-than-ideal quality of treatment. I remember long ago I came across an Egyptian news/talk show where a doctor was talking about the many benefits of female circumcision and the myriad practical reasons why a woman should desire to be circumcised. I don't think that Neil's experience of going through the education system as a black man in the 70's (he was born 1958) is a good approximation of social barriers that may or may not affect women unequally. I don't think women are likely to face teachers who will try to dissuade them from engaging in science. I think women are more likely to be dissuaded by people telling them that STEM fields are sexist and that women in the field are mistreated.

The CDC statement very clearly says that you should avoid drinking if you are having sex and not using birth control. This isn't on the off-chance of unintended pregnancy, this is for people who have a very real probability of becoming pregnant in the near future, and of being pregnant for several weeks before they realise it. Furthermore, the tone of the statement is anything but commanding. It relies on phrasing such as "it is recommended" and "women can".
