Take dance classes or something similar if your parents are supportive. Do climbing or find another hobby nearby. You'll automatically meet loads of people daily.

Body language and vocal tonality. If you want examples watch videos of the rock. The way he presents himself demands attention and respect without appearing to take himself too seriously. And sometimes it's okay that she doesn't answer, enjoy the silence or change the topic. The important thing is to develop some presence of mind so you make decisions based on the situation.

What u/greenlittleman said is spot on. You ask stuff you genuinely want to know about her and make assumptions/statements. Also if you share one or two small stories, it gets others the urge to share their stories.

For me, it's a mix of both. Some bantering, some childhood stories, passions everything but I don't do much of the talking. Usually the girl talks a lot, I listen, I tease, ask questions and tease some more. It's also fun to make references to the stories they told you 10min ago and to turn it into an inside joke.
