It's a means to be able to persecute when the offender comes home. How would they know? Someone just has to talk about it, whether it's from the victim, the victim's family, neighbors, other locals giving a tip off, local law enforcement, etc. Just because it happens in a different country doesn't mean it happens in a vacuum.

Same for all US citizens abroad. Doesn't matter if you are from a state that has a lower age of consent. "The PROTECT Act was passed in 2003. Thank you. It's not an easy journey. Been clean off opiates over 12 years now but I wasn't clean for that long. Next 10 years after quitting opiates would be me struggling with alcoholism. 2 years sober from alcohol finally. After I got clean from opiates I wish I knew that alcohol and opiates give pleasure through the same mu-receptors. So opiate addicts are far more likely to become alcoholics because it's a similar pleasure they get from it.
