Because a “hate crime” isn’t literally a crime done out of hate. It’s a crime done out of hate for the things he listed. Crimes against Muslims and Jewish people count because those are both religions, while communism is an ideology and isn’t a religion (or any of the other things listed) so crimes against communists aren’t hate crimes.
