Okay, I'll come out and say it. I would argue that this particular instance is worse than normal prison rape because it's the guards doing it. While inmate-on-inmate prison rape is abusing someone's right to their bodily integrity/dignity/whatever you want to call it, guard-on-inmate rape is abusing both the inmate's bodily integrity AND the guard's position of power.
