In a healthy relationship it doesn't. There's nothing wrong in this reaction on either side. I would call it dysfunctional if every encounter followed this path, if either side is playing games, or resentment is building, but that's way outside the scope of this question. They likely have those desires based on their own traumas and that's not something for armchair psychologistS and shallow relationships to address. There is more danger in encouraging that behavior through normalization than by existing social norms. Having fantasies of a taboo nature is not something to be proud of, or to feel ok exploring.
