I don't know about Canada but America is one of the only "western" countries where circumcision is a norm so it should definitely be discussed. Why would you want to have an open wound on a baby that is already in diapers. Urine and fecal matter is not something you want close to a wound. You should not retract the foreskin of babies or young children and you should never forcibly retract it. there is no need to wash underneath until it's naturally retractable.
