Women decide to be passive because they don't need to be active. Sure it should not be happening in the first place and every case is one case too many but objectively speaking the chance of this happening to you (or anybody you know) is barely even there. If we take the statistics you have given the yearly chance of this happening to you is 0,000265%, there are far more far more likely dangers to your life.
