The police are much more capable of performing an investigation, and they should ultimately be the ones that do so. In reality, it's much more frustrating because rape cases are often very hard to indict and convict due to a lack of evidence. In the case I'm referring to, through school hearings, a level of guilt was found so the accused received some minor punishment but were not expelled. However, I can't let my feelings about my friend's case get in the way here. We can't just go around and lower the standard to make it easier to completely tarnish the record of an innocent person.
