Pretty much anywhere, anytime. I found that (no surprise) it'll work at parties best, once everyone gets their juices flowing. "Oh hey Snow, this is Amanda..." (Ok, she's attractive.) One of the best things you can do to grab some attention for yourself from your man of choice is simply to get next to him at the bar, make sure he knows your there, when your about to order, look over at him "what do you want." I had a girl do this to me, actually twice & it was really different & sends out the message of "hey, come talk to me stupid." It'll work.

In college I was in your exact position. It was college, so of course w/alcohol a hook up ended up happening. It led to an ongoing thing. Then it turned south & was REALLLLLLLL weird for the rest of the year. I would caution you greatly.
