When I went to a state university, men were encourage to join. This was a decade ago. Also, it was a small college town, and rape wasn't ever a thing there, since it was a small school and everyone knew each other through someone. The most common crimes were night time muggings of inebriated students, so the cops wanted to fight that. Also, we had an active ALLIES group, and equal attention was given to anybody being sexually assaulted.
