I think just right between the eyebrows, I have a feeling looking at a receding hairline might make them a bit uneasy. It's called the power stare and it makes the other person feel submissive. If you want to fuck with someone’s head, stare at her forehead. This is called the “power stare” and it’s extremely effective on women you meet out and it works in the workplace too. Not sure if dangerandplay.com is an authority on eye contact but thats where I found it.
