In such cases one charge is rape and the other is bodily harm, whereas mutilation is only bodily harm, but extreme. Penile fractures can happen accidently during consensual sex as well. A broken bone is still something you can actually recover from, unlike mutilation. (And it's obviously not guaranteed it will break) I say that as someone who had 3 broken bones, one of which, the most recent, required metal supports to be implanted inside my body through an operation that I had to live with for 2 years and then another operation to take them out. Also, you underestimate how much most guys care about their penises. Nothing can hit as hard as losing your penis.
