I have seen it happen on a police show (As in a COPS type show) where the event was filmed and the constable asked the victim if they wanted to press charges for assault. You need the cooperation of the victim to press charges, the cops will usually ask if the victim wants the perpetrators to be charged with charges like this. The example you used with domestic violence is one of the more common examples of where it happens. If the victim is unwilling to testify, then there is no point in pressing charges, because they will never stick.

I can't comment on the fake food, but Hong Kong did recently have an issue with gutter oil, not being made in Hong Kong, but getting sold to Hong Kong compaines from a taiwanise company who was found out to be exporting the stuff. Some people don't think into the future at all, seeing that teir actions will have consequences and what they are is the only way to get through to some people. Scare tactics also have their place to be fair, all kids should have to see footage from car crashes before they sit their license, that is a usful use of scare tactics.

What does my post have to do with laser eye surgery? If you are trying to compare Lasik with circumsistion then you are stupid. This has nothing to do with how gross it looks and everything to do with seeing how much pain you are putting a child through for little to no benifit. With Lasik your vision gets fixed, that's a huge plus. With cirsumsision you get bugger all benifits and end up losing your foreskin which has a chance to get infected after the surgery.
