Convicted pedophiles who have served their sentence and rehabilitated get forced to move to high-crime areas and live in absolute filth just to comply with all the restrictions placed on them. If you are a belligerent asshole, say hello to your maximum-fine citation, and possibly even additional citations for things that cops normally let people off on (obstructed/misaligned mirrors, crooked plates, over-tinted windows, unsafe aftermarket parts, etc).
