Okay, so it seems like both parties are reasonable until she decided to be insane. The cop saying "She is making harmful statements" is ridiculous but the kids drove under the influence literally running from the cops. Well, not government mandated so to speak that there is an actual number. Just so if they get taken to court they can say "look we did our best to match our demographic area(usually 10-50 miles)" and the applicants/qualified employees ect just were not there.
