I am not debating the efficacy of less than lethal weapons. I've experienced most and they work just fine. What I am saying is when you lower the consequences of using force against another person you also lower the threshold for using said force. The higher the stakes get for using force the clearer the rules get. It dosen't get simpler than kill or be killed. Additionally the higher the stakes get the less likely people are to try their luck. If you need a weapon, you need a gun.

Ok, first of all you can be arrested for a traffic violation. It rarely happens. Second reinforced by the first point, you have to comply to a lawful order, if you don't, expect cuffs. Third you can sign a ticket without admitting guilt. Fourth using a motor vehicle to avoid arrest is a felony. This is text book police work.
