They are targeting men as a whole because you don't know who is a possible rapist until they've already done it. To do this, they have targeted a large group of people, the group most likely to have possible rapists. It's not hate propaganda to put men down, it's just their best attempt to help reduce rape by asking men to perpetuate the idea that it is unacceptable. So yes, that is the message they want to send, isn't it? It is hate speech, but only against men who are rapists. Any man who doesn't rape people should not waste their time finding this offensive.
