When asked why I'm quiet, I typically shrug and say I save my words for when they're needed. When told I'm quiet, I usually just give a simple nod. Sometimes a "mhmm" or a "yep"

It's OK to approach a woman in public and try to strike up conversation (not if she's reading a book though), but if after I'd say a minute she isn't engaging, that means she isn't interested.

She was waiting at that spot for her friend to pick her up there. It's fine to approach and compliment, but when she didn't engage, that's a sign of disinterest in most cases. She only obliged to either avoid an awkward situation or out of fear of telling a strange man "no", same for entering her number.
