If it's been a couple weeks and you haven't met her, I'd say next. One way or the other it seems like you both are too busy to meet up. So to clarify: You guys set up initial date. It is set in stone. She flakes from initial date but offers a later date to which you agree to. This new date is now set in stone She flakes from that new date but promises another opportunity. If I got all that correct, I'd say "K" and never speak to her again unless she makes all the plans (but she probably won't so don't get too excited on the idea that she will)

If she says something like "Hey I can't make it tonight I'm really sorry. Maybe we can do next week? I'm free on XXXXX". then okay fine. She flaked, she needs to make the effort now. Wait it out a few days and if she hasn't tried again, then give it one more shot if you feel like it.

I guess it's pretty contextual but when you're a high school senior, you're at the top of the food chain at your school.
